Elpidio Quirino was born on November 16, 1890, in Vigan, Ilocos Sur, Philippines. He was from a very influential family; his father was a lawyer and judge. Quirino was a high achiever academically. He graduated with a law degree from the University of the Philippines in 1915, after which he passed the bar exam. His early career saw him working in government as a private secretary and later as a civil servant. Quirino's deep commitment to public service led him to a series of positions, including assistant executive secretary, where he gained valuable experience in the inner workings of the Philippine government. Quirino's political career really flourished when he was elected as a member of the House of Representatives in 1925.
