Elpidio Quirino, his early life, career and achievements

Elpidio Quirino was born on November 16, 1890, in Vigan, Ilocos Sur, Philippines. He was from a very influential family; his father was a lawyer and judge. Quirino was a high achiever academically. He graduated with a law degree from the University of the Philippines in 1915, after which he passed the bar exam. His early career saw him working in government as a private secretary and later as a civil servant. Quirino's deep commitment to public service led him to a series of positions, including assistant executive secretary, where he gained valuable experience in the inner workings of the Philippine government. Quirino's political career really flourished when he was elected as a member of the House of Representatives in 1925. As senator, he became famous for his legislative work, particularly those concerning education, health, and social welfare. As government-in-exile with President Sergio OsmeƱa during the Second World War, Quirino was also involved in the rehabilitation of the country as it was rebuilt from war time. After the war, he was appointed as the Secretary of Finance and was regarded with much praise for his successful leadership in rebuilding the economy after the devastation of the war. The former Senate President Elpidio Quirino became the 6th President of the Philippines during 1949-1953. His presidency is mostly recorded for efforts to recover the impact of the war plus his policies on infrastructure and economic recovery and the inauguration of some social welfare programs. Land reform and public health constituted the "Magsaysay Program", enhancing peoples' lives in the Filipino system. Despite Quirino's corrupted administration, which was charged with the accusation, his leadership left a legacy in molding the nation's post-war recovery and development.
